In a spray bottle, mix a lot of salt with water. Brush your DRY hair, and spray in to a VERY wet state. Take a dry towel, and scrunch up to dry hair. Don't attemp to make it dryer any other way, your waves won't work.

Let your hair dry, and you will get back from the beach waves.

After you wash your hair put a ton of hairspray in while your hair is still damp, then scrunch your hair up into a bun (don't twist it into a bun or "fold" it just randomly scrunch it up) tight against your head, spray more hairspray then blow dry it. Take out the bun then get some volumizing mousse and scrunch it into your hair and kind of like .... scratch your head with your fingers through your hair to loosen up the waves. Or else I know there is some hair spray that's supposed to do the trick or I've heard of using salt water as hair spray and scrunching.

KMS sea salt spray...its a spray that gives you the look like you've been at the beach all day, minus the sand of course.

There are a couple of things you can do. You can buy a product called Nolita Grit Gel. Its a decent gel with little particles of grit. It makes your hair look and feel beachy. The other thing you can do is mix water, sea salt and a little bit of gel into a bottle and mist it onto dry hair. Get it fairly wet, but it doesn't have to be soaking wet. Scrunch it and let it dry naturally. When its almost completley dry, flip your head upside down and gently rub your scalp, and only your scalp. This will help lift your hair a little. That's it. Don't run a comb through it after it's dry because you'll ruin that beach look.
