ummm depends on what sort of wave you're going for.
If you want a super wavy style, you could wash your hair, and then put your hair into braids, and let it dry like that for a while. orrr you could buy some "scrunching gel", and that works best if used when you get out of the shower, rather than having completely dry hair. you just sorta rub it between your hands, and then sorta just grab at your hair, and scrunch it up using your hands. I know that Herbal Essences puts out a gel that is called "scrunching gel", it comes in a purple and green tube.

Wash your hair then while your hair is wet, braid it. take it out after it dries. Usually it works good overnight!

Try putting rollers in you head at night. But beware they are pain the butt to sleep with. Or loosely curl your hair in the morning.

put your hair in a tight bun and apply lots of mousse to hold it in. Keep it in overnight then take out your hairband in the morning and voila! i do this often with great results :) hope i helped :) xx

You could take some old rags and rip them into narrow lengths. Then before you go to bed (either with damp hair or dry hair), take a section of your hair and wrap it around the middle of the rag. Then tie up the two ends of the rag. The tighter you wrap your hair, the tight curl you will have in the morning. They are also more comfy to sleep in that rollers!

Set slightly damp hair on sponge rollers before bed. In the morning, take them out, finger comb into place, set with some hairspray, and voila! You're done! If sponge rollers bother you, there are all sorts of rag rollers, bendy things, etc, on the market. You should be able to find something you can sleep in. That's the quickest way.
For just a slight wave, make some braids in it before bed, and comb out in the morning.
Those are my suggestions for doing it without tools. If you don't get satisfactory results with this, I would urge you to consider hot rollers. You put them in, do your make-up or whatever, take them out, and there you go! Tons of volume, wave, whatever you want! Can't beat them for quick and easy!
For no fuss at all, go get a permanent! They can do all kinds, with any amount of wave or curl you'd like. Just depends on the size and type of rods they use. Take a picture out of a magazine of how you'd like your hair to look, if you can find one. Leaf through the hairstyle mags at Wal-mart or your grocery store's magazine aisle for ideas. A picture is a surer bet than just telling your stylist how you want it to look. Most stylists will understand what you're saying, but there's room for misinterpretation without a visual aid. It sure is easy to maintain, though!
I could easily get two different looks from my last one. I would blot my hair dry with a towel (never "rub" a perm, it'll frizz), then if I wanted it really curly, I'd finger comb into place and let dry. If I wanted less curl, I'd comb it out with a pick while still wet. Doesn't get any easier than that!

You could braid your hair at night which will mimic natural waves. You can also do pin curls which will mimic loose waves. There are products that will provide texture and wave to your hair...Here are the ones I can think of:
Garnier Fructis Style-Soft Curl Cream
John Frieda Sheer Blonde Tousled Tresses Fine-Mist Wax
And any product that uses salt water or refers to "beachy waves" will help bring wave to your hair.
